Perched just above the bay, the Shimoda Tokyu has impressive views of the Pacific from one side (where rooms cost about 10% more) and mountains from the other. Unlike at most Japanese resort hotels, the lobby here is full of character and warmth, with an airy layout and floor-to-ceiling windows overlooking the bay. Prices are significantly higher in midsummer.
