Casual or banquet?
If you go just a bit south of Palo Alto to Mountain View and its Castro Street, there are any number of good Chinese restaurants. Here's a list (opinions can differ!):

Our favorite is Fu Lam Mum.
Taipan in Palo Alto is good, although in recent years we've stopped going to Chinese restaurants in PA since there are so many good ones south of PA.

I agree with sf307. Chef Chu's is not only popular and good, buy venerable.
Many start-ups were launched over lunch. It's actually in Los Altos, a tad north of Mountain View on the El Camino Real.
Check out some of the famous people dining at Chef Chu's.

I could say a few things about Chef Chu's, but won't.
The lunch menu is a hodge-podge, so if you're looking for a place for lunch, you'll probably find something you'd like. For lunch, we've gone more for Indian food as that entire area of PA to Sunyvale and beyond has so many Indian restaurants these days.
Are you thinking of a place for a quick bite to eat at lunch or for a family dinner? A special dinner with friends, with SO, with W/H? There are so many different kinds of Chinese restaurants in this area that it's hard to provide realistic recommendations without further information.
