That's like saying "I'm not positive I'll live long enough to retire so why bother saving any money?"
Almost everything you plan in life is based on probabilities. You do the best you can with whatever info you can find.
You can't know your house is a good investment...but you buy it based on likelihood that it will be.
You can't know your plane will land safely, but you board based on the high probability that it will.
Using weather averages is no different. It's the best you can do.

Stop with the California suggestions.
The original question said the goal was 75 degrees.
No place in California reaches that level. Palm Springs avg high in January is only 69. And because it's dry there, the 69 is not a balmy 69 degrees.
Death Valley is only 64 during the day, and 37 at night.
Again, the answer is south Florida or leave the continental US.
