Oglebay Resort is nice. Spent a Christmas there, and never really went into the town itself.

Wheeling is a former hometown of mine, but I haven't been there in a few years.
Oglebay is really the best place to stay -- it's a mountain-top (well, it's actually a tall hill, but they like to call it a mountain) resort with golf, couple of restaurants, giant and great swimming pool, hiking trails, horseback riding, garden and nature centers, a pond, etc.
They have tried to renovate downtown Wheeling, but I don't think they've made much progress.
There are a few okay restaurants spread around, but I can't remember any by name. There are some older neighborhoods with some gigantic, well-cared for mansions that make for a nice drive, or walk.
Frankly, though, there's not a heck of a lot to do up that way. Around Labor Day they have the big Canfield Fair in Canfield, Ohio (about a two hour drive north).
Have fun.

Oglebay would be the best place to stay, although you have your usual chain hotels also. Wheeling Downs has dog racing and slot machines for some excitement. Oglebay is a beautiful park to play golf, relax, or take in the scenery. There's really not much happening in Wheeling. If you are planning a trip in the fall make it in October when the leaves will be changing colors. Pittsburgh is only 1 hour from Wheeling. There is more going on there.

I'm from Wheeling (and it is a great place to visit). I would also suggest Oglebay for lodging (the lodge or cabins, both give you access to the indoor pool etc.)

Favorite Food Stops:
Ernies (fine dining, frequented by an older crowd)
DiCalros (great pizza by the slice)
Riverside lounge (nice inexpensive breakfast on heated padio with view of suspension bridge and river)
Coffe House near WJU

Out on the town:
River City Brewer (high end sports bar)
TJ's (low end sports bar)
Wheeling Island Track

Wheeling is light on "things to do"...
there is a nice path that runs along the river, plenty of leisurely hikes at oglebay, the mansion museum, the zoo, model train museum, fostoria glass

in fall it's hs football, wvu football, and the stillers
