I haven't stayed there, but I would think the Willard would top the list. It's right by the White House, and a quick walk to the monuments. Sorry I can't give you more details, but it seems to fit the luxurious definition from things I've heard in the past.

I would not call the JW a luxurious hotel. Its definately very nice for business travel but if the Marriott is striving for luxury they missed the mark. The Willard is across the street and very close to the White House and the Washington Monument. While I haven't stayed there I did stroll through the lobby and have a drink at the Round Robin bar. The public areas looked great.
