the comment about zones on maps is right on.In some cases you really have to know the town--example-Portland Or..
"downtown" on Priceline includes the area east of the river, which is also where the convention center is located.
The only way I could get on the west side of river-which I consider downtown- was to go for a 4 star hotel. One time I got The Benson and next time the Westin (each for $75)
Unfortunately I don't know other cities well enough to use this method..
