My DH and I hiked down Waipio to the beach area and we took a peak at the valley inland on the way up. Saw local hippies hanging out a the beach, but didn't feel threatened. A tourist in a big four-wheel drive offered us a drive up, but we only wanted it part way up and got out to hike the rest of the road. Didn't want it to be too easy.
Scenery was nice, but I thought you could also see similar scenery in some parts of Maui and Kauai too. If you're not comfortable about going down there, don't and you won't miss too much.
