Countries and territories whose citizens require visas in order to enter Canada as visitors
Citizens of the following countries and territories require a Visa to VISIT or TRANSIT Canada:
P
Pakistan
Palau
Palestinian Authority
Panama
Paraguay
Peru
Philippines
I understand this as yes, a visa is needed. The green card gives you the right to come back to the US. Entering Canada, they want to know where you have a citizenship, not a temporary permission to live.
