P67742, your idea about taking the sunset tour at MV is good. If you want another stop or two after MV, continue north on 163 a short way past Mexican Hat, and look for Goosnecks state park I little way to the west (left). It is a quick stop, but much more interesting than horseshoe bend near Page.

You might also consider stopping at Natural bridges NP which adds a little to the trip but will give you an understanding of the difference between a bridge and an arch.

I hopped to Zion's web site ,but could not find how many permits are issued and how.

For example, THE WAVE at Vermilion Cliffs/Coyote Bluffs is 16 per day at the Ranger's gym in Kanab and, I believe 16 via Internet
Any info on Zion?

It's a lottery system where you can pick seven days/times up to three months in advance, appears to be a $3.00 fee for the permit: https://www.nps.gov/zion/planyourvis...ng-permits.htm

We've been up twice in April when there was some traffic, but have seen pictures of potentially dangerous traffic jams during peak periods so understand something needed to be done. That being said makes logistics that much more difficult trying to reserve the climb and also time reserving the shuttle.
