TOURS from Wash. area to NYC and/or Niagara Falls ?
Are there any tours leaving from washington area to NYC and/or Niagara Falls ? We are having visitors from abroad end of August . We're not able to drive them to these destinations , but would like to sign them up on a tour. This way they don't have to cope with meals, accommodations etc. on their own.

There's no need to drive. Amtrak from DC to NYC is a no brainer. I'm sure there are some sort of group tours availalble but know nothing about them - perhaps is you search above in the general US they willlist companies that do tours for froegin visitors.
For Niagara Falls they would probably be best flying - since it's a long drive and an even longer train from NYC.
Also - since most of what you want to see in Niagara Falls is on the Canadian side your visitors need to make sure they have visas for Canada - if necessary for them - as well as multiple entry visas for the US.

You could send them to NYC on the train or plan with pre-paid hotel. Half the fun of visiting that city is finding fun places to eat--and there is food everywhere.

If budget is a concern, they could take "Chinatown Buses" from DC/NYC ($20 1-way, $35 r/t) then again between NYC & Niagara Falls.

I am mainly interested to know if there are tours leaving from Washington DC area to Niagara Falls. We'll leave NYC for another trip . We prefer to have them under the wing of a group tour with sightseeing and hotel/motel provided. They are very inexperienced travelers.

I'm not aware of any such limited tours - usually tours in the US are for 10 days or so and cover a whole sectrion of the country.
Have you googled?
Contacted the Niagara Falls C of C to see if they know anaything.
Tried any local travel agents?
Tried any of the major tour companies (you will see them advertised in the Sunday NYTimes - also on the web sites of the various areas/states)?

Only one I know of are run by Chinese-owned companies, catered to Chinese Americans.
Why put your "visitors" on a bus that takes 8-9 hours to get from Washington to Niagara Falls?
If they want to see the falls, fly them up to Buffalo. From there they can take a taxi or a shuttle bus to hotels on either side of the border.
