Go to the top of Rio's voodoo lounge at sunset. Or watch the Bellagio fountain show from the top of the Eiffel Tower. Just to name a couple.

I liked walking through the cheesy mall areas in both the Venetian and Caesars Palace. I like the Chihuly glass flowers at Bellagio. All of those activities are free provided you can stay out of the shops.

I think the best view of Vegas is by helicoptor, especially as it gets dark and you see all the lights.

There is a lot you can do at no or low cost:

 Strolling on the strip
 The Grand Canal and shops at the Venetian
 Checking out other casinos: New York-New York and the Mirage for starts
 The pirate show at Treasure Island
 The fountains at Bellagio
 The conservatory at Bellagio (off the hotel lobby)
 The Mac King afternoon show at Harrah’s
 Watching a lounge show

Also,

 Seeing a show (Cirque du Soleil’s O, perhaps)
 The Mirage buffet
 The Sterling Sunday brunch at Bally’s

How about 101 top things to do in Vegas?

I'm with happytrails...the Sterling Brunch at Ballys, albeit very pricey, is really worth it if you like all you can eat caviar, made to order sushi, baby lamb chops, crab legs, and all you can drink champagne.
