Is the road to Badger Pass open too? How about the shuttle that runs up there?

We want to hike the Panorama Trail from Badger Pass down to the village. I read that you'd need to take a shuttle to Badger Pass that costs $25 pp one way? There's no free shuttle up there? Anyone know if it's possible to get a ride from visitors up to Badger Pass ? I don't mind giving someone a ride one day and they drop us off the next day.
