I asked the same question recently on another website. I was told the Four Seasons atop the Mandalay Bay is spectacular. Expensive but what a view!
We're thinking about it for October this year. I've searched the web for further info. and looks as though it can't be beat.
The Rio is an all suite hotel. We have stayed there a few times and enjoyed it. The downside is that you must take a cab or free shuttle to the Strip, but that was never a problem with us. They have great specials most of the time.
www.playrio.com

The Venetian would probably be the top all suite hotel that is actually on the strip with a great location across from the Mirage and TI. If you go into there site, make sure you sign their guest list and they will e-mail you specials that they occasionally have. I got a room last April for $99 and have recieved several such promotions since.

We spent three nights in the Rio last month and quite enjoyed it. Two of the mid-week nights were $49/night and the third was $59. And the two included three twofers at Rio eateries. Rooms are 600 s.f., and included a refrigerator, which you don't see often.

Deborah, if you get a suite at the Four Seasons thy're really great. Rates seldom dip below $500/night though.

The standard rooms are frankly disappointing for a Four Seasons, though the views are outstanding regardless.

The suites at Bellagio can be had for about the same rate as a standard room at FS much of the time. And that's a much better room than any other room in LV in the $250-400 range.
