The best brunch I ever had was at Georgia Brown's on 15th St NW near I St.

I suppose you probably wouldn't consider it because it isn't in DC proper but the best brunch WITH a great view of the river and Georgetown, etc., is at the Key Bridge Marriott hotel in the "View" restaurant on the top floor. Reservations would be an absolute must for that particular day and if you go you'll understand why.

Sorry..the hotel is located across the river in Rosslyn, VA.

Not specific to DC, but my mom would choose a Ritz Carlton for brunch.
