When you say "spring break", do you mean late march or some date in April?

March is still winter in the mountains.
In April, the weather can be very capricious, and don't expect warm temperatures.

I am talking the last week of March. It's okay if the weather is not warm just need stuff to do that teenagers would like... we like to float and hike. Shop and do entertainment things... we also like to eat out for dinner. Thanks.

I don't know about float trips that early.
For things to do, I suggest Gatlinburg.
It has many motels and it is close to the park entrance.

You can't necessarily depend on the weather cooperating. I can't imagine the water would be warm enough for swimming.

I tried to honeymoon in the Smokies in March (years ago) but there was too much snow and the roads were closed in higher elevations. (We just kept driving until we found sunshine in Charlotte.)
