What is the name of the southern most town which I can drive to on the Outer Banks ?

I think that would be Hatteras Village.

And you can keep going by taking the ferry first to Ocracoke Island (free) and onward to Cedar Island ($15).

I just got back from a visityeasterday to the Outer Banks and the motels and restaurants are all being repaired from the damage of last September's hurricance. Best to stay in Buxton where the motels are open. And the Fish House restaurant in Buxton is The place for the best seafood at very reasonable prices. We had a great time and the weather was perfect!

Meant to say the motels in Hattaras Village are under repair.
