Legoland (sorry, don't know exactly where it is but my 4-yr-old brother loved it)

Think Legoland is in San Diego which would be a good choice with the trolleys, the Wild Animal Park. It won't be beach weather for swimming however. There should also be seals at the "childrens beach" in La Jolla.

THe Monterey Aquarium -- he/she will love watching the sea otters, fish, etc.

Legoland is in Carlsbad, California which is a few miles up the coast from San Diego. San Diego is a great place to visit for all ages.
