My husband and I are going to Seattle for 3 days after out cruise. Can anyone recommend an affordable hotel close to the market. Also some great restaurants. Do we need to rent a car?

If you don't want to see anything outside Seattle you don't need to rent a car. Find a hotel inside the free bus zone.
There is a hostel 3 blocks east of Union Station on King St.

You don't need a car for sight-seeing in downtown Seattle. Some people like to get one for a day to go out to Snoqualmie Falls or Whidbey Island. With only 3 days you could go either way, I think.

The Mayflower Park or the Warwick are my two best suggestions for reasonably priced hotels in good locations downtown Seattle.

Tom Douglas places: Dahlia Lounge, Serious Pie, Lola's, Etta's Seafood

Italian: Assagio's, Il Bistro, Terazzo Carmine, AL Boccalino

in the Pike Place Market: Chez Shea, Cafe Campagne, Matt's at the Market, Steelhead Diner, Maximillien's

Waterfront: Anthony's or Cutter's Bayhouse

Mt. Rainier is another popular day trip from Seattle.

It is impossible to know which of many hotels might have the best rates during your stay. Andra, Sheraton, and Westin are among additional well-situated hotels that may have a good deal for you.

For a unique dining experience, try Poppy on Capitol Hill:
