SeaTac to Everett (or Victoria)
Yes, it's me again...
I seem to have gotten a bit mixed up.
Let's try this again!
We are needing to get to Victoria somehow, but the price doesn't have to be less than $40 (Whew! thought I was asking for a miracle, huh?) An alternative is to find our way up to Everett for less than $40 a couple. We still are looking at having a full Sunday to get to Victoria, whether it be via Everett or not! (For those of you interested, for the dependent's cruise, there is transportation being provided by the Navy from Everett to Victoria.) A water trip, on which we can see the whales sounds fun!

Hmm...this is a tough one. Transportation options from Seattle to Victoria are rather limited in April. The Victoria Clipper only goes once a day at 8:30 in the morning, so unless your flight gets in at the crack of dawn, that won't work. And the WA state ferry from Anacortes (two hour drive north of Seatac) leaves around 8 AM also.
SO...you could rent a car and drive north to Tsawwassen and take the BC ferries, which go every two hours (total trip time about 5-6 hours from Seattle).
Otherwise, to get to Everett for less than $40 a couple...is there a group of you? You might look into chartering a van or bus. A cab is going to be more than $40 (it's about $30-35 from the airport to downtown, and Everett is another 30-40 minutes north of downtown). There is probably public transportation of some sort, but on a Sunday, service is probably going to be very limited.
You may want to look into flying directly from Seatac to Victoria. You can also take a float plane from downtown Seattle (Lake Union) to Victoria, but it's not inexpensive, plus you'd still have to get to Seattle from the airport.
Good luck...I'll let you know if I think of any other options!

John, thanks for posting the Shuttle Express information--I had no idea it would be so inexpensive to go all the way from the airport to Everett ($43 for two was the quote I got to the Everett harbor area). That's good to know. Their website also says they could have private door to door car service for up to 4 people for $85.
The bus to Vancouver then bus to Victoria is another good idea; it'll take longer but may prove to be less expensive that renting a car, depending on how many people are involved.
