which highway has the best scenic drive?

There are so many in the NW that one doesn't know where to start so I'll go with the coast highway from San Francisco to Santa Monica.

My favorite is anchorage to Seward.

Zion Canyon Road, Zion National Park

Arches National Park Road, Arches National Park

Hwy 12 between Bryce and Torrey, Utah+

Hwy 128 from Moab, Utah to the Dewey Bridge crossing of the Colorado River

Hwy 550 between Durango and Ouray, Colorado

Icefield Parkway between Banff and Japser National Park.

I'll second Anchorage to Seward.
Also, among my favorites:
Northern California coast especially San Francisco to Mendocino, Atlanta to Nashville, and the Blue Ridge Parkway.
