Neither Sitka nor Juneau is a city from a population standpoint . . . although it is an Alaskanism to refer to any compilation of more than 200 residents as a "city."

Population doesn't dictate whether a place is a city.

I'll bet the US Census Bureau is likely correct in the designation it places on Juneau (our "capital city", not "capital town") and Sitka.
