Best view in the city by far is at the top of the Marriott Marquis. Restaurant revolves for a real bird's eye view. (Food's not bad either.)

The River Cafe in Brooklyn has a fabulous view of the NYC skyline, being across the river and all I think the food there is good, if not great, and it is romantic...just make sure you scmooze when you make your reservation to try to get one of the better tables. There's a nice view from almost every spot in the main dining room, but it's better to be closer to the windows, obviously. Enjoy!

The Marriot Marquis is great for drinks at night, but I would eat at the River Cafe--however, it is very a very expensive, special occassion type of place. Worth every penny.
