I'm not sure you're going to find a "romantic" lunch location in Malibu, particularly on a Saturday, but I suggest Wolfgang Puck's GRANITA. It's open for brunch/lunch on weekends.
The interior decor is great, as is the food, despite the restaurant's relative age (opened in early '90's, maybe even as early as 1991).

I work in Malibu and there are quite a few great, romantic places.
Duke's (perfect ocean view nad great fish tacos!) at 21150 Pacific Coast Hwy; Beau Rivage (not on the ocean side, but more on the romantic side) at 26025 Pacific Coast Hwy; Geoffrey's (definately romantic, cliff, ocean views) at 27400 Pacific Coast Hwy. Check them and others out at citysearch.com

The most romantic/lovely location for a
Saturday lunch is Geoffrey's. The seating
is on a deck overlooking the Pacific ocean;
with truly beautiful views. Many locals
eat here - so it is not just for "tourists".
The menu is excellent and fairly priced,
and you will not be rushed. Be sure to
ask for a table as close to water as possible.
Granita has good food- but is located in a mundane shopping mall with no view/no
ambience in my opinion. Duke's is fun, but
IMO the food is no match for Geoffrey's, and
on week-ends the wait for a table is excruciating. Besides that, the food at Duke's is not outstanding - decent, yes, but
average "buffet fare". Geoffrey's is a la carte,
and you can order what you want. Beau Rivage is nice, too, but is on the other side
of the Pacific Coast Highway, e.g. away from
the water. One of my favorite restaurants is
the Grey Whale (near Zuma Beach) on Westward Beach Road - a gorgeous location with a really nice local owner. I believe that brunch is served; I have only been there at dinner time (which has spectacular sunset views); but I believe that
lunch/brunch may be served on week-ends.

If you're not looking for fancy, I'd recommend Pier View. You can literally sit almost on the beach and it's very good food - fish, burritos, and the like. But it's a wood bar/sawdust floor kind of place. The romance is in the beachy locale...

Here is an original idea for you Carbogilligan----------the most romantic lunch I had in Malibu was a delightful picnic lunch to go from a french bakery off Pacific Coast Highway by Malibu called Xanadu. The date then proceeded to take me up the coast to nearby Alumi Park at Pepperdine University. The views, the food and the date were superb.
From what I have been told my little frnech bakery is no longer there, but a New York style deli replaced it and the food is equally fantastic.
