It's only open one night a week for dinner/dancing. You may want to try out the Rainbow Grill instead.

Yes, it is formal attire for the one night a week they are open to the public (friday). Formal means suit & tie or tux for men, fancy cocktail dresses or gowns for ladies. The food is absolutely apalling for Cipriani, and the music is very staid ballroom dancing. It will run you $150 MINIMUM per person on the price fixe WITHOUT liquor. If you do a search, you will find other more info.

The bar is open every night and you do not have to go for dinner (food sucks and is overpriced). The views are simply divine. Go to watch the sunset and watch the city light up. Pricey, a glass of wine will set you back $15 or so but well worth the money.
