I was in Quebec city two summers ago and enjoyed the visit. We stayed at La Maison du Mesnil. It is now located on Ile d'Orlean which is a few miles from downtown Quebec. The Maison was exceptional.
There is a web page for it at http://www.quebecweb.com/BandBMesnil/

For us, it was a delightful experience.

The hotels in the old city are extremely "tight".
Not much parking, and heavily metered for "on street" parking.

We had a city map and had no trouble driving around.
If you go let me suggest three activities:
1. the Plains of Abraham where Wolfe and Montcalm had their famous battle and the museum with programs in English
2. A tour around the Old City, inside the walls.
3. Visit Chute Montmorency outside of the city to the north east. Great waterfall, much higher than Niagra, but not as much water. Great viewing area.
And we ate at Louis Hebert, which is just outside the old wall close to the visitor center.
I like scallops and the chef at the time knew exactly what to do with them.
Barry: We visited Quebec last fall and didn't need a car until we left the city. Quebec City is a nice walking town, and there are lots of places to eat in Vieux Quebec. We liked le Champlain at Chateau Frontenac (try the caribou), Pizza d'Youville for pizza, Casse-Crepe Breton for crepes, and the Creperie for breakfast.
On Ile d'Orleans, we stayed at Auberge le Goeliche, a B&B right on the St.Lawrence River. Dinner and breakfast there were excellent.
Went to Quebec City 6 years ago over the July
4th weekend and it was a lovely and romantic and
manageable trip. Feels very European.

Best meals

1) L'Atre - exquisite Quebecois cuisine on
island of Ile d'Orleans, a 21 mile long island
right near Quebec City. You park your car and a
horse drawn carriage carries you to the charming
old house for a meal of a lifetime.
2) Stroll and dine on Grande-Allee at any of
the row of small cafes, with Parliament across
the street.
3) Take a river cruise.
4) Leave your car parked and stroll Quebec.
It's very manageable, and around every corner
is an "AH" scene.
5) Lower town is a lovely waterfront district.
6) Sit in Battlefield Park - 235 acres of beautiful knolls and sunken gardens overlooking the St Lawrence.
7) Day trip - Montmorency Falls
ENJOY.
