This is the American Kennel Clubs list of airline policies regarding flying with pups.

It says on all of the airlines: by known shipper only. Does that mean if she had her own case , she couldn't ship the dog herself?

Something I witnessed as a travel agent...
someone booked a air reservation way in advance and waited until several weeks prior to the date of departure to call and ask about what she needed to do for her pet she planned to take. Imagine her suprise when she found out that her flight already had the maximum number of pets on board.
To change her flights would cost $$$ and flying stand by was risky because she was headed to Key West on connecting flights during spring break.
Plan well and ASK THE AIRLINE before you pay for the ticket. They must document that a pet will be on the flight.

"known shipper" is because this is the AKC site for those who send their dogs or take their dogs to other countries, states for shows. They might have a few dogs traveling at once. They use shippers who just ship animals.
Best advice, call United Airlines.
For a 10 lb puppy, you might be able to carry it on the plane with you as carry-on..in one of the soft carriers.

If you're planning to have the puppy travel in the cabin with you, you'll need to have a reservation for her. There's a limited number of pets allowed on each flight and in each cabin class. There's usually a fee of $50-$75 one way for the pet to travel as cabin baggage. If you already have travel plans, you should contact UA right away to see if space is even available on your flight.
