Is there a public bus that goes to Mt. Vernon? Does it run year round?

ita, From the Mount Vernon website:

Metro and Bus
Take Metro's Yellow Line Train to Huntington Station in Virginia. Exit at the lower level (Huntington Avenue) of the station to catch a Fairfax Connector bus to Mount Vernon.

Board the Fairfax Connector Bus #101 (Fort Hunt Line) at Huntington Station for a 20-minute trip to Mount Vernon's entrance gate.

It runs year round.

ita, here's a link that will give you several choices of transportation to/from Mt. Vernon. I think the cruise option would be nice.

Sorry to be picky - but you didn;t mention DC. And there are several other places named Mt. Vernon.
