We had a very nice stay at the Mayflower Hotel a few years back, although I understand that their rates have gone up thanks to the Spitzer scandal. Anyway, the Mayflower was a pretty easy walk to the White House, etc., although I don't know if it's farther away than the other hotels you mentioned. Also, it was right near Dupont Circle, where there are a lot of bars and restaurants.

As far as being a woman goes, there are military people guarding EVERYTHING you would want to see, so you'll be quite safe. :)
