It depends on where you are.
If you've been by the Capitol, Library of Congress or the Supreme Court, then go to Seventh Hill a short walk away. The best by a landslide, IMHO: http://www.montmartredc.com/seventhhill/
Even closer to the Capitol Hill tourist sites above and also very good is We The Pizza - http://wethepizza.com/
Closer to the Smithsonian museums or if you are staying in Penn Quarter area (recommended) I would suggest Matchbox as mentioned above - http://www.matchboxchinatown.com/
Close to the White House I like Luigi's (I would only get pizza here)

We the pizza is good but quite pricey, Flippin Pizza is decent, I don't think I've had the pizza at Matchbox, but their sliders with onions are addictive, that is however if you get in and get a table.

I am a big fan of Red Rocks in Columbia Heights. The food and the atmosphere are lovely. Pete's Apizza is also in that neighborhood, if CT-style pizza is your thing.
Ella's is another good option in the Metro Center/Portrait Gallery area.
Armand's in Dupont is good, but a warning about ordering for delivery: they are really REALLY slow.
Comet Ping Pong is another good option.
FYI that Pizza Paradiso also has a location in Georgetown, right on M St, with a nice beer "garden." It's quite good.
Also, if you're looking for something unique to DC, you can try one of the jumbo slice shops in Adams Morgan. The pizza is pretty standard, but the size of it coupled with the atmosphere of Adams Morgan on a Friday night is a trip!

I'd recommend this only if you are interested in being around a bunch of 20-somethings who are hungry and drunk with nothing better to do once the bars let out than eat bad, cheap pizza.

Wow...is that ever a blast from the past. After the bars closed in Adams Morgan, we'd hit Pizza Mart for a giant slice. We'd hold it upside down over a trash can for a moment in order to let some of the excess oil drip off of it.
Great memory, and great pizza when you're hammered. Otherwise, I can't imagine ingesting it.
