For budget dining look for restaurants that offer 'plate lunches.' Some suggestions are L&L Drive Inn (and all other 'Drive Inns' - there are many), Korean B-B-Q restaurants, and Zippy's (which is a family restaurant a bit like Denny's). Kailua Plate Lunch near Kailua Beach Park is very good - and you get a giant plate of food (chinese style, mostly) for about $6.00. Aiea Taro Patch in Aiea has traditional Hawaiian food plate lunch (lau-lau, poi etc.).If you see a strip mall or shopping center you can pretty much count on in containing one or more plate lunch places.

Free or cheap on Oahu: Daimond Head hike ($1 each), beaches (all free), Kodak Hula Show (free), military museums (all free - many on island), driving around the island and site seeing (free), snorkeling Hanauma bay ($3, I think, for nonresidents. Pack a picnic lunch and stay all day. Food is available in the park but it is outrageously expensive. Rent snorkely equiptment at Snorkel Bob's or some place outside of park for very little cost), watch the kite surfers at Kailua Beach Park, hikes (e.g. Manoa Falls - free), botanical gardens (free or cheap), people watch in Waikiki, rent a kyack at Kailua Beach Park (ok, not cheap but very cool - maybe $40 for the day - paddle out to bird island and other small outlying islands), watch the street performers in Waikiki at night, take a 'circle the island' tour using the public bus system ($1.50 each), watch the huge waves and surfers on the north shore (free), take a surfing lesson in Waikiki (again, not cheap, but maybe something an 18 y/o would really find cool), etc.

That taps the ideas that immediately come to mind. Have a good trip.
