If your flight is 4:40 you will want to be at the airport by 2:40. I would schedule a car no later than 1 pm (you can have mobs of people getting out of work at 1 or 2 pm for the holiday. But - call the car service the day before and ask them - they'll know of any construction or special activities that may delay you.
