You're expected to leave them alone there too, but I eat at Joe Allen's a lot after theatre and don't think I've ever failed to see a couple of Broadway celebs, and often film or TV ones as well -- sometimes dining with their buddies they've flown in to see in a show. As you pass their table, a simple, "I saw you last night in ______, and it was simply amazing. Thank you", or similar will be appreciated -- then move on.

No - they don;t sell maps - since you're just looking at the outside of apartment houses. Your best bet to see celebs is to go to the stage door of a theater - or watch to see if there are any premieres while you're here.
And which restaurant to go to depends on what you consider a celeb.
But really your best bet is to see them just doing things in their own neighborhoods. I've seen tons. And yes, unless they are in a public activity you are supposed to leave them alone. (That's why they live here, versus LA, where all the tourists bother them. Here they can have more anonymity.)
Neighborhoods to try are upper west side (Central Park West esp), SoHo, and the Village, Chelsea.
You can also check out the Page 6 of the NY Post online, which has a map showing where celebs have been reported being seen recently.
Or, you cn call 311 and ask if they have a schedule of movies and TV shows being shot. (But you will see mostly trailers, cables and grips - the actors are all in their trailers.)
