The boats that go out of Port Allen on the west shore will probably still be running, it is just the boats that go out of the North Shore like Na Pali Catamaran that stop tours during winter due to high surf. I personnaly have been out with Holo Holo in early November and we even made it to Niihau (first time they were able to make that trip in over a month) but we kept checking with the Coast Guard weather service and picked our date accordingly. It just varies.

there are many things your parents could do. they could go to a luau(on all islands listed), a dinner show in waikiki( i dont know about other islands), dinner cruises(there are many on all the islands), as well as tours around the island and to pearl harbor. i recommend checking out:
