No - when sold out it's sold out. And if one waits then even the base or the ferry may be sold out. NYC gets more than 50 million visitors a year and a large percentage want to do the SoL. Access is limited and those who don;t reserve can be shut out - or have to wait on line even for the ferry - an hour or more in busy season.
