I've read the roof bar at the Ritz Carlton has closed, but it's still a great location with some nice restaurants close by.

You could also take the free ferry over to Governor's Island for spectacular views of lower Manhatten/Statue of Liberty, have a drink at the Water Taxi Beach and come back over for a nice dinner.

Here's an option for you - The Standard http://www.standardhotels.com/new-york-city/ Very good restaurants abound in this immediate area.
