Need a little help with Annapolis logistics

I am considering Annapolis for a group trip. We would be arriving on different flights so the first concern is how easy is it to get from BWI to Annapolis by public transportation?
Would we need rental cars to enjoy the town? Can you suggest a well located hotel (convenient to restaurants and shops) which would have rooms with two beds?

thank you very much.

There is a shuttle service you can book to get between BWI and Annapolis -- there is no traditional bus service that I'm aware of here. BWI unfortunately isn't very close by Annapolis, but it's the closest flight or train option.

All of the attractions and most restaurants are within reasonable walking distance of each other in the historic downtown area or across the bridge in Eastport, so unless you want to stay well outside the city center or eat at Cantler's Seafood or take some excursions such as a side trip to London Town, you really don't need a car.

I found that 2-3 days is a good amount of time to spend in Annapolis.

We had a car, but stayed at the Doubletree that had a free shuttle into the town, itself, where parking is at a premium. This was very convenient.

We bid on Priceline and got this room for $60 plus tax. Annapolis comes up very reasonably on Priceline bids and Hotwire.

We also drove around the Academy campus at one point, and since we had a handicap parking permit we were allowed to park inside in certain ( numerous) spaces.

Check schedules to see if you are lucky to see a parade during your stay. It was a highlight of our short stay there.

I have reservations about ttying priceline with this group since we all want rooms with two beds I certainly have had great luck with it when traveling alone or with DH.
Thanks!
