Miami Day Tour
 

We have 14 folks ages 50+ needing a private tour of Miami prior to a cruise. Is there a tour company that has a small bus with tour guide?

This company offers short tours aboard an amphibious vehicle in both Miami and Tampa. You tour on land for a while, then the boat gets into the water where you then have a tour of Biscayne Bay:

If that's not what you want, perhaps they would be able to advise you of other tour operators in Miami.

It is my opinion that you will have plenty of water to enjoy while on your cruise. Look for a tour that includes Coral Gables, a beautiful mediterranean city. I think www.miamitours.com have nice ones. Also Viscaya and Coconut Grove are a plus, not much in the everglades.
