I can't see any college student leasing their car. Even without insurance. Because they can sell it and get at least a 1000 with no hassle. Some might store their cars over the summer but most don't. Most people who have cars have them because they need them.
And then there's the question of what shape a car like that will be in. I mean if the OPs daughter was driving it and it broke down, she'd likely be out either the rental money or the fixing money.

Tough market in which to seek bargains. Buying a used car makes sense if you think of it this way: spend X on car, spend your budget of $1,000 on insurance and parking (actually, that's still not enough, but my point is, this is the money you won't get back), get X (less a little, or maybe not) back when you sell the car at the end of the summer.

good rates -- sure. But less than $10 a day? If the budget is actually $1000, with the taxes etc. the rate could not be more than about $9 per day. And if she had to buy insurance probably less than $6 or $7 per day.
