Circo has great food and a pretty nice atmosphere with a very nice view.
Prime has a quiet elegant atmosphere and very good food.
The Voodoo Lounge has a great atmosphere if you like a bit noisy and party-like, with good food and an amazing view.
Pinot Brasserie has a nice bistro feel about it with delicious food and wine.
There are others but these are my top favorites.

Our favorite restaurant on our latest trip to LV was Nobhill at the MGM...cozy, clubby atmosphere, impeccable service, yummy food (the chef is based in SF, so Bay area influenced would be one way to describe it). Good luck!

I was recently VERY impressed with the atmosphere and the food, not to mention the service at Ortanique, which is located in the passageway between Paris and Bally's. Beautiful setting, and wonderful "nuevo Latino?" food from Miami young "star chef" Cindy Hudson.

If by atmosphere you mean sophisticated with fantastic service, then Le Cirque at Bellagio would certainly qualify. The themed desserts like the "Chocalate Dice" are fantastic.
If by atmosphere you mean Vegas kitchy, then numerous spots exist. We've liked the two Italian places in "St. Mark's Square" at the Canal Shops.

Here's another vote for Hugo's. You can get pretty good service at almost every high-end restaurant in Vegas, but I feel like theirs is exceptional. In fact, while eating their salad, my brother wondered to himself, "I wonder where this cheese is from." The waiter ran back to the kitchen and came back and told him! I also like their coffee service at the end of the meal.

Back from Vegas and I think the best place for food and view/atmosphere is Top of The World at the Statosphere.
We went to Prime, Olives at Bellagio, and have to say they were very good but so was the food at Statosphere and you get a FABULOUS view!!! Also had a great meal at Gaylords at the Rio if you are into Indian cuisine.
