Please don't let my clown comments scare you, these aren't regular clowns, but artsy types. There is only one or two also, as compared to the type that have 20 in a cab:D
Yes, Bouchon is definitely a splurge meal....and by WOM you won't be disappointed. Just ended up having Picasso twice last month, it is a set menu and you choose from either side. One is more meat and the other more seafood. Excellent meal but the best part is the ambience of the Picasso paintings. Still would chose Bouchon from the recommendations though.
Don't know anything about Joe's unfortunately. Yes, Prime ranks up there as extremely romantic because of the old world style decor and charm. Very opulent while cosy at the same time. And one other highly recommended restaurant would be Olives. Especially if you are in town when it's warm, you can dine on the balcony and watch the fountains. The buffalo and risotto is one of my favorite restaurant meals in town.
