Bally's is in the thick of things.

I think LasVegas is surprisingly handicap friendly. Do you have a wheelchair, or is that the handicap you're talking about. Forgive my asking but blindness is a handicap too, for example.
There are ramps at virtually every hotel and even lifts or elevators at the pedestrian bridges over the streets. Pick a hotel that is most what you want and go from there.

I've stayed a few times at the Flamingo, which is in the center of the strip. Remember, you can always call a cab if you want to travel to another hotel/casino. Enjoy yourself!

Sorry, I don't remember who it was... there was a report not long ago - one of the Fodorite's went to Vegas with a handicapped friend, she described where they stayed, where rented the wheelchair, which places visited.

I don't know that I would include the Bellagio on your list. The hotel is set relatively far back from the Strip and unless you're planning on entering and exiting from the entrance at the corner of Flamingo, it's a relatively long, slightly uphill walk to the main entrance.

Harrah's is dead center-Strip, close to the sidewalk. Ask for a Strip view when you check in. Although it's no luxury place by any means, it's perfectly acceptable (think Holiday Inn-level accommodations) and ADA-compliant.
