What do you mean by best? Fastest? Easiest? Cheapest? Most luxurious?
We like to us a car service--I've had good luck with both Carmel and Tel Aviv.

Well - first - where is you ship departing from - I assume you mean Manhattan?

Assuming you have any amount of luggage your only real options are either a cab or a car service. Price for either will be about the same. If you prefer the latter try Tel Aviv or Carmel - but to get a price you should be able to tell them which pier.

There is no direct train into Manhattan from LGA - only a regular commuter bus/subway combo. And the shuttle buses go only to hotels - or regular stops - Grand Central or Port Authority I believe - from which you would have to get a cab anyway. Plus for 2 or more the shuttle isn;t substantially less than cab.

(And it's much easier to get a cab at the airport than in the city - esp dragging luggage.)

The very best way is to take a cab.

After you land and grab your luggage, go outside and get in line at the taxi stand.

It is very simple.

Don't know if it's too late for you to arrange, but we decided to avoid these decisions and booked transfers along with our cruise to Bermuda. Was nice not to worry about how to get to the pier, just wait to be picked up by the shuttle and taken where we supposed to go along with several other couples. I can't remember what it cost, but imagine it was comparable with cab fare.
