Is there any area in Washington DC that we should avoid walking later in the day

Haivng lived on 6th Ave off Penn Ave in SE and having been mugged basically in front of my home at 7 pm on a weeknight, I am going to disagree that a walk down PA Ave SE late at night is a good idea....also my car was broken into numerous time when parked in front of my house.
I agree that a you can be alarmist, but there are parts of DC that really are not safe at night, at the Capitol Hill area unfortunately is one of them, even though it is very residential and not empty at night.
