I have visited DC between Jan 10 and Feb 10 numerous times and it is always totally empty!
But on 3 of these trips the weather was just awful!

I visited DC during the second week in September--very pleasant. School was just back in session so few families and no school groups yet. I remember heading to the Holocaust Museum, a hot ticket at the time, anticipating getting a timed ticket and having to return later. The lobby was almost empty and we were given tickets with a timed entry of 10:30am--it was 10:40am at the time. The weather was still great.

Thanksgiving week and the week after Christmas are both uncrowded and everything is open (except Christmas day).
Either time frame would be fine.

Hotel prices will be rock bottom the week after Christmas and not that bad thanksgiving week either.

Mid to late October is great!
Still good weather, gorgeous colors in the parks and wood in the suburbs and no crowds..especially during the week.

My brother got married in DC two days after christmas. we had family in from the west coast, the UK, and south carolina. hotels offered great discounts, restaurants weren't crowded (the rehearsal dinner was at a place right across from the white house and we had the whole place reserved). we could go to museums and galleries without hoards of people. yes, it was cold, but not bitter like it can get.

Have to disagree about April being a good time with less crowds. We live here year round-- April is when most of the huge trade associations hold their annual meetings an fill the hotels to overflowing and make the restaurants mob scenes. Even the sidewalks and Mall are packed with foot traffic.
They come to meet with their legislators on the Hill-- and it's a spring ritual that never changes.
Ditto for class trips to DC, which also bring hundreds of teen agers into the District before and after the Easter break.
I'd vote strongly for October and early November. October is georgous-- an indian summer delight that sometimes spills over to early Nov if we are lucky. Never know.

RIGHT now should be a great time. Everyone in this area is away on vacation and we are in the midst of a 2 week (projected) weather pattern with moderate temps and very low humidity.
