vegasnative, that seems pretty clear to me too, but apparently many people post a new thread and click a particular state (which will supposedly aid in the search function) and then assume it goes to a special place that is only that state. Whenever they come here, they apparently click on search for that state only and see their post with others for that state. Some people apparently never look at the general US topics.
