Hoover Dam question
 
I have heard that it is possible to drive (from Nevada) across the Dam itself, and into a parking lot on the AZ side. If so, is it possible to then CONTINUE in the same direction on the "Kingman Wash Access Rd" all the way to route 93 on the AZ side of the river? If so, I would like to then travel via rout 93 across the BRIDGE, back into Nevada. (I don't know whether that stretch of the "Kingman Wash Access Rd" is a public road.)

The dam is not open to thru-traffic. The roadway on the Arizona side of the site has been
closed. Vehicles can still cross the dam to visit the Arizona viewpoints and concessions, but all cars
are required to turn around and re-enter Nevada to access Highway 93.

It is closed and not accessible by the public, so you won't be able to make the loop you are describing.
