Gordon Ramsey's new restaurant at the London (f/k/a Rhiga Royal), has tea for $35 pp. There's also a Japanese dept. store on 5th Ave, can't remember the name, in the 50's, east side of the street, that is also supposed to have a great tea.

The Pierre Hotel on 5th Avenue ... the highest tea.

The Japanese store on 5th is Takashimaya. There is also a little British Tea place on Greenwich Ave. in Greenwich Village called Tea and Sympathy. It's at #108. They have a website.

Do you mean afternoon tea? High tea is a working class supper eaten around 6 pm. Afternoon has the little sandwiches, pastries, etc.

How about Payard at Lexington/73rd St for tea? Payard really has a fantastic selections of goodies to choose from.

It's not high tea, it's afternoon tea. The St. Regis, the Pierre or the Mandarin Oriental. There are some downtown options mentioned here
