Help - Florida or Outer Banks?

Can't decide between going to Clearwater, Florida or Outer Banks, North Carolina. In Clearwater must stay in hotel/condo but lots to do with nice beaches although crowded. In Outer Banks can stay in cottage but less to do although beaches not crowded can be windy and rough tides. AHHHHHH, What do you think? Will be travelling with 2 adults and two boys ages 12 and 14. Thanks for any help.

When do you plan to go, that could make a big difference as to which location is the most desirable.

Clearwater wins hands down----Outer banks is for old NE bluehairs!

We are planning to go late June or early July - actually this is our back up plan because we were hoping to go to France this summer but can't swing it after all. Thanks for your input!
