You also need to factor in the cost of car rental for 6 adult-sized people. You can't get 6 into an economy car. No way. www.kayak.com

I am guessing you might save money (and stress) by choosing only 1-2 islands instead of 3. Then you'd have a more reasonable budget for your hotels.
Short of camping or hostels I think $200 for 6 people is going to be tough.

Suze has a good point, especially since it's high season. If it was off season, you may be okay. I would check out Tropohouse on Maui (their family room and one other), and you might be able to stay in your budget.
