Documents needed for countries not requiring a passport have one purpose - to prove that you are legally in US - either as a citizen or documented alien. That is why driver's license, military discharge papers, pay stubs, water bills, etc are not useful. They may prove you live and or work here, but do not definitively give you provable legal status here.

That is not to say that every traveler on every occcasion will be checked or refused passage. So if people here tell you "it worked for me" that does not insure you will have no problem.

I would suggest calling the airline and asking what you need to get on the plane. You can be denied boarding if you don't have what the airlines require for international travel.

I had it happen once flying to the Bahamas with my chorus, no matter how much planning and exactly what was needed one of the members of the chorus forgot his birth certificate. They would not let him on the plane and he had to come down a day later, he had to go home and get the birth certificate and travel the following day.

That's very interesting info. I would still check with the Mexican government because besides being approved by the airlines, those documents will have to pass the test with Mexican immigrations once you get off the plane.

Sounds like driving into Tijuana may be different than arriving at an international airport.

Ok, I'm back.
Here's the story.
I did all the checking I could have done prior to the trip. Problem was, the more I looked, the more confused I got. 2 people at AA said something different, all the websites said something different and people on this site had different things to say.
Here's what actually happened:
1. From DFW to CUN AA gave us no trouble at all. He handed them the voter card and Tx DL and they did not ask for more.
2. In Cancun, he handed the Mexico customs guy the voter card and Tx DL and had no problem.
3. Checking in to depart, he handed them the voter card and Tx DL and had no problem.
4. On arrival to DFW he handed the customs agent his voters card and Tx DL and had no trouble.
So, it was totally uneventful. He never had to bring out all the other stuff we took and we had a wonderful time.
For those of you who have not been to Cancun in 5 or more years, it has really changed. Improvements everywhere and a beautiful new airport.

Me too... we were holding our breath coming back in at DFW.
My husband WOULD have headed straight back to Cancun, though! He loves it there!

A passport is a no brainer. Why try to second guess?

That is kind of a 'duh' statement, Mikemo. Of course having a valid passport is the best option.
The fact is that periodically people find themselves unprepared... especially people who do things last minute. The purpose of the post was to find out the experience of others who have traveled to Cancun w/o a passport.
